El Comité de Representantes Permanentes sirve como órgano subsidiario permanente entre períodos de sesiones del Concejo de Gobierno para abordar las cuestiones que surjan entre las reuniones bienales del Concejo de Gobierno. Las principales funciones del Comité de Representantes Permanentes son:
- Revisar y supervisar, dentro del marco normativo y presupuestario previsto por el Concejo de Gobierno, la ejecución del programa de trabajo de ONU-Habitat, así como el cumplimiento de las decisiones del Concejo de Administración;
- Revisar el proyecto de programa de trabajo y presupuesto de ONU-Habitat;
- Preparar proyectos de decisión y de resolución para ser examinados por el Concejo de Gobierno;
El Comité de Representantes Permanentes tiene al menos cuatro reuniones ordinarias o sesiones, cada año. También organiza reuniones de grupos de trabajo frecuentes sobre diversos temas. Está constituido por los representantes permanentes (generalmente embajadores o enviados extranjeros) de los Estados Miembros que forman el Concejo de ONU-Habitat.
