Rent Regulations in Kenya, Lagos-Nigeria, Botswana and South Africa: A Comparative Analysis

Rent regulation is a system of laws controlling rents and tenant evictions aimed at ensuring that rentals are affordable. It reduces both the incidence and fear of homelessness by setting substantive and procedural guidelines to control increases in rent and tenant evictions, thereby preventing landlords from profiting from rental shortages and enabling tenants to remain in existing rentals.

This document examines the legal framework regulating the urban landlord and tenant relationship in Botswana, Kenya, Lagos State- Nigeria, and South Africa. It is not an essay on the ideology of rent regulation, but rather an examination of legislation those states enacted for regulating tenancies to identify what rules may be included in a comprehensive rent regulating regime that promotes security of tenure and affordable rental housing for the urban poor.

Nairobi hosts GLTN partners’ meeting

Nairobi 12 November 2015-- The sixth Partners’ meeting of the Global Land Tool Network was successfully held in Nairobi in early November, in an event that saw the 70 Partners of the network as well as other stakeholders in the land sector across the world gather to deliberate on various issues affecting the network and the land sector general. There were various pre and post events as well as side events running concurrently to the main partner’s events.

Improving Women’s Access to Land in Eastern DRC: Challenges and Emerging Opportunities

UN Habitat has been working in the eastern DRC since 2009, and the purpose of this study is to help better understand and integrate gender issues into existing programming, and to guide future activities to improve and support women’s access to land in the region.

The study seeks to develop a baseline understanding of women’s access to land, with particular focus on the barriers under customary and statutory regimes faced by women as daughters, wives, widows, displaced, and how they are coping with these conditions.

Helping to identify neighborhood priorities in Colombia

Bogota 9 December 2014 - Habitat for Humanity International (HfHI) and the Global Land Tool Network (GLTN) recently joined efforts to implement the Social Tenure Domain Model (STDM) with the aim of applying the tool to support neighbourhood upgrading program in Ciudadela Sucre settlement, which is located in the Municipality of Soacha, Colombia. More than one year later, STDM has been customized to manage and analyze data from both household enumeration and settlement profiling exercises for eleven neighbourhoods in Ciudadela Sucre.

Inaugural Conference on Land Policy in Africa Puts Land Tenure Security High on the African Development Agenda

Addis Ababa 3 December 2014 -- The inaugural Conference on Land Policy in Africa was held in Addis Ababa, Ethiopia, from 11 to 14 November 2014, on the theme “The next decade of land policy in Africa: ensuring agricultural development and inclusive growth.”

Despite the importance of land governance to Africa’s developmental agenda, to date, there has been no continental platform organized for exchange, networking and sharing of experiences within the continent among researchers, policy makers and other stakeholders.

Social Tenure Domain Model enhanced in Zambia

Nairobi, 10 October 2014 - A second Social Tenure Domain Model (STDM) training and planning workshop with the Mungule community in Zambia was held from earlier this month to pursue the data collection process in the Model’s pilot work. Pilot activities were launched in an initial workshop that was conducted in July 2014.

The three-day event took place in Mungule village, where the pilot activities are ongoing. A group of 20 community members, the majority of them women, participated.

Youth-Led Action Research on Land Commencement Workshop

The land challenge is central to the broader youth dynamics of migration, employment, livelihoods and belonging. The more than 1.8 billion youth living worldwide represent not only a land challenge, but an untapped potential in moving the tenure security agenda forward.

Youth-led Action Research on Land builds on previous youth and land engagement and consultations that have identified critical needs and knowledge gapsin the space of youth and land.
