إن الهيئة العامة للتخطيط العمراني هي جهاز الدولة المسئول عن وضع المخططات الإستراتيجية العامة لكافة المدن في مصر. واعتباراً من عام 2006 تبنت الهيئة منهج استراتيجي لامركزي قائم على تدعيم المشاركة بهدف تحديد الاحتياجات الحقيقية والتصدي للتحديات التي تواجه المجتمعات العمرانية الحالية. وبالتعاون مع برنامج الأمم المتحدة للمستوطنات البشرية (موئل الأمم المتحدة) يجري حاليا إعداد المخططات الاستراتيجية العامة لـ 50 مدينة صغيرة (عدد سكان المدينة الصغيرة أقل من 60 ألف نسمة) باستخدام منهجية "التحليل السريع للقطاع العمراني من أجل الاستدامة" ، والذي يعتبر وسيلة فعالة تعطي الأولوية لتحقيق الرؤى اللامركزية. ويقوم هذا المنظور التنموي للمدينة بتلخيص وتوثيق عملية إعداد المخططات الاستراتيجية العامة لأحد المدن التي استهدفها المشروع، كما يعطي المنظور التنموي لمحة عن كيفية تشكيل المدن حاليا، وتصورها في المستقبل القريب، والإجراءات المطلوبة لتحقيق هذه الرؤى والاستراتيجيات على أرض الواقع. ويشمل هذا التقرير خلفيه عامه عن القطاع الحضري في مدينة وادي النطرون استنادا الي نتائج لمسوحات الحقلية والمقابلات التي عقدت في المدينة في يوليو 2007 حتى فبراير 2008. كما تتضمن بيانات عن والمأوى والعشوائيات ، الاقتصاد المحلى ، والفقر الحضري والخدمات الحضرية الأساسية. The General Organization for Physical Planning (GOPP) is the competent administrative authority mandated to prepare the strategic urban plans for all cities in Egypt. Since 2006, GOPP has adopted a strategic participatory and decentralized approach in order to capture the real needs and address challenges that face the current urban communities.
In cooperation with UN-HABITAT, strategic urban plans for 50 small cities (with population less than 60,000) are being prepared using the UN-HABITAT's Rapid Urban Sector Profiling for Sustainability methodology as an efficient method that prioritizes decentralized visions. The City Development Perspective documents, in brief, the process of developing the strategic urban plans for one of the cities targeted through the project. It provides readers with a glance on how cities currently look like, how they are envisioned in the near future and the actions needed to achieve these visions.
This Development Perspective includes a general background on the urban sector situation in Wadi Al-Natron City based on the field surveys and interviews conducted in the City from July 2007 until February 2008. It also includes substantive data and information on shelter, slums, local economy, urban poverty, social services, vulnerability, environmental conditions and basic urban services in the City.
