The UN-Habitat Strategic Plan for 2014-2019 succeeded the Medium-term Strategic and Institutional Plan for 2008-2013 (MTSIP 2008-2013) and was approved by the UN-Habitat Governing Council at its 24th session in April 2013. The Strategic Plan is one of the three dimensions of the UN-Habitat reform whose implementation started in January 2011, the other two being the Organizational Review and the Governance Reform.The preparation of the Strategic Plan 2014-2019 was highly participatory.

It was prepared by an Open-ended Contact Group of the Committee of Permanent Representatives to UN-Habitat (CPR), on the basis of a roadmap approved by the CPR in June 2011. The Contact Group consisted of all members of the CPR and a Strategic Plan Preparation Committee of the Secretariat consisting of 20 individuals.The Strategic Plan 2014-2019 reflects the official mandates of UN-Habitat, i.e. the Habitat Agenda, the Millennium Development Goals, and key General Assembly and Governing Council resolutions.

It is based on UN-Habitat’s strategic priorities, as elaborated by the Executive Director at the twenty-third session of the Governing Council in April 2011, which themselves were based on the views of Member States and took account of emerging urban and other human settlements development challenges.
