Background
The Global Land Tool Network, as facilitated by UN-Habitat, is an alliance of international, regional and national partners working together to “securing land and property rights for all” through the development of pro-poor and gender responsive land tools and approaches within the continuum of land rights framework. It supports the implementation of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Forests and Fisheries (VGGTs), Sustainable Development Goals (SDGs) and the New Urban Agenda.
The Network has its Phase II Programme aimed at ensuring international organisations, UN-Habitat staff and related land programmes and targeted and local governments are better able to improve tenure security of the urban and rural poor. The Programme has three Expected Accomplishments (EAs) as indicated below:
Expected Accomplishment 1 - Strengthened land-related policy, institutional and technical frameworks and tools and approaches to address the challenges in delivering security of tenure at scale particularly for the urban and rural poor.
Expected Accomplishment 2 - Improved global knowledge and awareness on land-related policies, tools and approaches that are pro-poor, gender appropriate, effective and sustainable towards securing land and property rights for all.
Expected Accomplishment 3 - Strengthened capacity of partners, land actors and targeted countries to promote and implement appropriate land policies, tools and approaches that are pro-poor, gender appropriate, effective and sustainable.
This call for interest is relevant to achieving Expected Accomplishment 3 particularly in one of its activities: “Support to Land Interventions in Informal Settlements in the Philippines”. The scope of work aims to consolidate the community-led initiatives in enhancing security of tenure in informal settlements in Davao and Muntinlupa cities through the application of GLTN tools such as participatory enumeration approaches and the Social Tenure Domain Model (STDM). The primary objective of the project is to showcase the potential of participatory approaches in addressing land tenure issues in informal settlements as well as demonstrate a partnership model that enables various stakeholders involved in settlement planning and development to collaborate. The specific objectives are:
- To finalize participatory enumerations at household level and structure mapping in select barangays in Muntinlupa and Davao cities respectively;
- To strengthen partnerships and linkages amongst professional groups, urban civil society groups, academic institutions as well as local and national government units towards improving the security of land tenure for informal settler families;
- To conduct a regional learning exchange showcasing the use and application of pro-poor land tools including success stories, lessons learned and implications for scaling up. .
Duration
The Project will run for six (6) months from October 2017 to March 2018.
Geographical Coverage
The project target area is Davao and Muntinlupa cities in the Philippines.
Requirements to submit the Expression of Interest
The Expression of Interest from interested local urban civil society organizations should submit a cover letter and supporting documents containing the following:
- A concept paper comprising a detailed methodology, activities, tools and resource requirements, budget and timelines for delivery (10 pages max).
- A portfolio of the organization that includes the organizational profile (showed by brochure or website), a description of the projects within the scope of the EOI (urban development), detailing experience of the organization in implementing similar projects (max 4 pages);
- A copy of constitution and/ or by- laws of the organization and a copy of the registration/ incorporation of the entity as applicable.
- A detailed list of completed projects including project description, clients, amount of award, implementation period;
- The CVs of the professional team to implement the project;
- Copies of statement of annual budget and annual reports of the previous 3 years;
- Copies of the two latest audited reports;
- Governance and organizational structure and proof of non-profit nature of the organization.
